Development Expert with 20 years of federal service, Earl brings unparalleled expertise in managing and advancing housing initiatives and community revitalization projects. Recognized for extensive experience in long-term disaster recovery, Earl has specialized expertise in leveraging HUD’s CDBG-DR program to effectively guide communities through complex recovery processes. Adept in securing and administering substantial federal funding, Earl excels in policy development, strategic planning, and operational execution. With a robust track record of building collaborative partnerships and navigating intricate regulatory frameworks, Earl is committed to enhancing community well-being and driving meaningful progress in housing and economic development.
Earl served as U.S. Department of Housing and Urban Development (HUD) Field Office Director for the state of Louisiana from 2014 through 2018. During his tenure as Field Office Director, Earl led a full-service office that provided programs and services in community planning and development as well as public housing, multi-family housing, single-family housing, and fair housing. From 2007 to 2014, Earl was a Senior CPD Disaster Specialist in HUD’s Disaster Recovery and Special Issues Division. In that position, he served as lead representative for Louisiana and New York’s long-term disaster recovery efforts funded through Congressional supplemental disaster appropriations totaling over $19 billion. His service at HUD extends back to 2000, when he first joined the agency as a Presidential Management Intern/Fellow.
Born and raised in New Orleans, LA and currently residing in his family in Gretna, LA, Earl holds a Master’s of Public Administration from Louisiana State University’s Public Administration Institute.
