Michael Marshall is a Partner with Gate House Strategies, LLC. He served as Acting Assistant Secretary for the Office of Policy Development and Research (PD&R) at the U.S. Department of Housing and Urban, advising the Secretary and Deputy Secretary on policy matters, research and demonstrations, economic information, innovation, international programs, and philanthropic initiatives. Prior to his assignment to Principal Deputy Assistant Secretary for PD&R, he held various leadership roles within HUD, including Chief of Staff to the Deputy Secretary, the office which overseas nearly all policymaking and program offices within HUD, including FHA, Ginnie Mae, Public & Indian Housing, and Community Planning & Development.
As a Senior Advisor to the Federal Housing Commissioner and to the Deputy Secretary from 2018-2020, Marshall worked with the Commissioner and Deputy Secretary on the historic information technology modernization, known as FHA Catalyst, on disaster recovery, and on a myriad of policies and communications related to the management of the $1.3 trillion FHA mortgage insurance portfolio and the Mutual Mortgage Insurance Fund. During his tenure at HUD, Marshall also served as Speechwriter to the Secretary.
Prior to HUD Marshall served as a Speechwriter to the President at the White House and the Deputy Director/Director of Presidential Writers. For over 15 years, he was a top advisor to Senator Bob Dole, advising of issues ranging from the economy, health care, disabilities, veterans, and hunger and nutrition. He served as a Vice President at JPMorgan from 2012-2014, where he held Series 7 and 63 securities licenses, leading a team of advisors of the firm's wealth management, investment management, banking, and fiduciary services.
Marshall holds a Master’s in public policy, with a focus in International Policy and Development, from Georgetown University, and BA in Economics, also from Georgetown.
